So does it make sense? YES IT DOES. I myself analyzed the video (just before seeing the picture) and said to myself that the guy being chased by cops was Carl Johnson (C.J.) that's the only thing I realized. But then I saw this picture and said OMG. But for more further analyzation, that cannot be CJ. Because in the trailer, GTA V trailer, the suspected protagonist said: "Why did I move here?" That statement simply leads us to one answer. CJ is not the protagonist. But there is a possibility that you may be doing missions for him :D I hope so. Another character in the picture was Tommy Vercetti of GTA: Vice City. IT REALLY LOOKS LIKE HIM. Could it be? Maybe. I think so. Because he was from Vice City so he moved from V.C. to S.A.
Another awesome analyzation from IGN:

^Mind blowing isn't it? You guys just don't know how psyched I am for this next game. It really really looks good. Amazing. I was a Rockstar fan ever since I was young. Manhunt, GTA, Midnight Club, Bully. They are indeed, THE KING OF FREE-ROAMING. Unless Elder Scrolls fan (like myself) disagree.
Let's go to the third picture.
Niko Bellic is a bum? HAHAHA. BUT IT COULD BE POSSIBLE. He won't be the protagonist in GTA V. Why? Simple answer. Because he was the protagonist in GTA IV. People would get tired of him. But he still might be in the game. He could be a part of a mission where in you help him get money? Or maybe he can be a stranger like the ones in GTA V.
A rumor was spread about GTA V being released in 2013. I hope not. Well Rockstar loves to surprise it's fan. So surprise us Rockstars. ;)
